GMS is a Professional Employer Organization (PEO) and a third party administrator (TPA). We serve companies of all sizes nationwide. GMS was founded by Mike Kahoe in 1996 and has helped thousands of companies take control of their HR functions.

Meet Our Management Team
Mike Kahoe currently serves as the President of Group Management Services, Inc. Mike founded the company in January 1996 and built GMS into a successful PEO with over $50 million in revenue. Prior to founding GMS, Mike worked in a variety of human resource roles with several organizations including the Federal Bureau of Investigation and Tradesmen International, Inc. Mike earned a Bachelor's degree from Kent State University in 1991. He currently lives in Bath Township, Ohio with his wife and three children.
Tom joined GMS in 2011 as in-house Staff Counsel after representing the company as a client for two years prior. Tom's litigation experience and general business knowledge provides GMS clients with clear and succinct guidance for their often times complicated issues. Tom attended Kent State University where he majored in Criminal Justice and studied law at both Cleveland-Marshall College of Law and Loyola College of Law in Los Angeles, California. Tom is a member of the Ohio Bar Association, California Bar Association, United States District Court for the Central District of California and United States District Court for the Northern District of Ohio. He resides in Medina, Ohio and enjoys golf and fitness.
VP of Client Services
Stacey Larotonda joined GMS in 2003 and has served as a Payroll Services Manager, New Client Coordinator, and Account Manager. Stacey now acts as the Vice President of Client Services. In this role, she oversees the Human Resources and Account Management duties of all Client Service Representatives. Stacey attended Cleveland State University where she majored in Accounting. More recently, she received her Professional in Human Resource certification. Stacey resides in Medina, OH with her husband and dog. She enjoys traveling, exercise, and spending time with friends/family.
Chief Technology Officer
Christian Tracey leads GMS' go-to market technology strategy and leads the internal IT function. Tracey recently led SAP's Human Capital Management Consulting group in the Midwest and previously held positions at Microsoft, Penton Media, and Rockwell. He brings a unique breadth of experience in technology having worked in IT operations, enterprise architecture strategy, and consulting as well as sales and sales leadership.
VP of Risk Management
Jeff Costin joined GMS in 2007 and currently serves as the Vice President of Risk Management. In this role, Jeff oversees the Risk Department, which includes worker's compensation, unemployment, and BWC policy management. Prior to his employment with GMS, Jeff worked as an Investigator for Child Protective Services in the State of Arizona. Jeff earned a Bachelor of Arts Degree in Criminal Justice from Wilmington College in 1999. Jeff currently lives in Strongsville, OH with his wife and son.
VP of Benefits
Beth joined GMS in 2002 and has served as a Sales Representative, Vice President of Client Services and now as the Vice President of Benefits. As a licensed professional in various benefit lines including health, life and variable annuities she leads GMS Benefit Sales and GMS TPA Services. She oversees the development and implementation of numerous initiatives in the areas of benefit strategy, forecasting, and structure as it relates to the Small Business Benefits Model. A graduate of The Ohio State University, Beth, her husband and their two sons currently reside in Medina, Ohio.
VP of Sales
Tim Austin joined GMS in 2005 and currently serves as the Vice President of Sales. He has greatly contributed to office expansion and helped build a sales department of 60+ sales professionals. Tim earned a Bachelor's degree from Kent State University in 1994 and a Master's of Business Administration from Cleveland State University in 2000. He is also an adjunct professor in the Business College at Kent State University. Tim currently lives in Westlake, Ohio with his wife and 3 children.
VP of Payroll
Pam joined GMS in 2002 and serves as Vice President of Payroll. In this role she supervises and coordinates the activities of Payroll Services Managers and completes payroll functions related to new client set-up, payroll processing, client issues and requests, as well as, system functionality. Pam earned a Bachelor's of Business Administration in Accounting from Cleveland State University. She lives in Parma Heights, Ohio and enjoys the outdoors and spending time with friends and family.
VP of Finance
Mark Watkins joined GMS in 2013 as Vice President of Finance. In this role he is responsible for the accounting and financial activities of the organization. Mark previously was the Corporate Treasurer of Myers Industries, where he also held various positions such as Corporate Controller, Tax Manager, and Accounting Manager over a 30 year career. More recently he was the Vice President - Finance of M W Mielke, a client of GMS, and Director of Accounting at Concordia of Sumner, a continuing care retirement community. Mark earned his BS in Business Administration at Miami University and an MBA at Ashland University. He and his wife Pamela reside in Wadsworth, are bicycling enthusiasts, and are the parents of two grown children.
